The review of Conservation Management Practices for Heritage NSW delivered a contemporary framework to strengthen the management and protection of heritage places across New South Wales. Responding to sector-wide concerns around complexity, cost, and accessibility, the review addressed the need to simplify and modernise the established framework and process for development and approval process for conservation management plans while retaining rigour in the assessment and management of culturally significant sites.

Informed by comprehensive national and international benchmarking, detailed policy and legislative analysis, sector-wide consultation and survey engagement, Maytrix co-delivered the review framework and process model to define key challenges and establish targeted recommendations. The Review adopted an expansive stakeholder engagement process over multiple phases to frame and shape the future process. The consultative and evidence-based approach integrates the needs of multiple stakeholders — including government agencies, private owners, heritage practitioners and community custodians — while improving clarity, consistency and transparency across the conservation planning process.

The comprehensive process delivered an endorsed model, streamlining the Conservation Management Plan (CMP) development and evaluation process for implementation across NSW. The updated approach aligns site requirements and process, refines documentation requirements, delivers access to user-friendly tools, and introduces clearer procedural steps to reduce cost, time, and duplication. The model strengthens confidence in the CMP framework, supports consistency in decision-making, and enables a more inclusive approach to the stewardship of heritage assets.

Balancing heritage stewardship with contemporary practice, the updated CMP framework establishes a consistent, transparent model for conserving New South Wales’ cultural assets. Our approach, informed by expertise in cultural and heritage planning and adaptive reuse, supported the delivery of an integrated framework that enables consistent and enduring conservation outcomes, supports practical application for owners and practitioners, and strengthens long-term public value through sustainable heritage management.
